Easter Classic Tournament Rules

2010 RULES AND REGULATIONS

All Tournament games will be played under FIFA rules unless otherwise indicated in these instructions.
Washington Township forbids the consumption of alcoholic beverages at any of its parks. The township is strict in enforcing the 15 MPH speed limit and pedestrian crossings within Washington Lake Park. Park only in designated areas. Smoking is prohibited on all Washington Township public property and school grounds.
Pursuant to NJYS regulations the operation of golf carts or other motorized conveyance at the tournament is restricted to holders to a valid auto driver’s license.
 
TEAM REGISTRATION
All teams must be affiliated with the USSF. An official roster and valid 2009-10 passes, must be presented at registration. A copy of the team roster will be kept by the tournament.
Where required, out of state teams must present a properly authorized “permission to travel” form.
A maximum of 18 rostered players for U11-U16, 14 rostered players for U8-U10.
 
GUEST PLAYERS
A maximum of 4 guest players are permitted subject to the registration limits set forth above.
 
AGE GROUPING
U–16 Must be born after August 1, 1993
U–15 Must be born after August 1, 1994
U–14 Must be born after August 1, 1995
U–13 Must be born after August 1, 1996
U–12 Must be born after August 1, 1997
U–11 Must be born after August 1, 1998
U–10 Must be born after August 1, 1998
U– 9 Must be born after August 1, 2000
U– 8 Must be born after August 1, 2001
Any team with mixed age players must play in the oldest applicable age bracket. It is a coach’s responsibility to insure that his / her team is entered in the correct age grouping. Teams found to have an illegal player will be disqualified from the tournament and any games played will be forfeited. Please be careful that you are placed correctly.
 
 
GAME DURATION
U8 through U16              2- 25 minute halves with a 5-minute halftime
 
GAME BALLS
U8-U12  # 4 Ball                       U13-U16 # 5 Ball
Tournament will provide game balls.
 
PLAYER EQUIPMENT
All players must have proper equipment including the wearing of shin guards. A player found on the field with illegal equipment will be sent off by the referee. The player will be permitted to re-enter the game at the next regular substitution, provided the illegal equipment is removed.
Eye glasses and properly wrapped and/or padded casts will be permitted at the discretion of the referee.
 
DELAYS AND CANCELLATIONS
The tournament committee reserves the right to change times and locations in the event of inclement weather or other unforeseen circumstances. Every attempt will be made to complete the game schedule. Only the referee can stop play once a game has started. Games that are halted due to weather conditions will be resumed at the first opportunity. 
 
The Tournament Committee reserves the right to alter the length of any game due to the weather or any other extenuating circumstances.
 
In accordance with NJYS regulations, if the entire tournament is cancelled prior to the start of play, registered teams will be refunded a minimum of 80% of their registration fees.
 
GAME TIMES
All games will start at the top of the hour on referee’s whistle. The first half of all games will end 25 minutes past the hour, as indicated by airhorn. The second half of each game will start on the half hour on referee’s whistle. The second half of all games will end at 55 minutes past the hour as indicated by airhorn. ALL GAMES WILL FOLLOW THIS SCHEDULE. NO EXCEPTIONS.
 
CAUTIONS (Yellow Cards)
Any player / coach accumulating three (3) cautions will be dismissed from the tournament.
 
EJECTIONS (Red Cards)
Two (2) cautions to the same player or coach during a game constitute a red card and will result in a ejections. Any player / coach ejected from a game will be ineligible to participate in their next scheduled game. An ejection will result in one (1) point being deducted from the team’s points standings.
 
SUBSTITUTIONS
With the permission of the referee, substitutions will be unlimited before any goal kick, after a goal is scored, for offensive team throw-ins and at half time. If a player is injured and play is stopped, the injured player must be taken off and both teams are permitted unlimited substitution.
 
PROTESTS
No protests will be allowed unless the infraction involves the use of an ineligible player. The referee’s decisions during the game will be final.
 
AWARDS
All first place finishers will be awarded trophies.
In accordance with the New Jersey state rules, all U-8, U-9 and U-10 players will receive participation awards.
 
U-10 & YOUNGER TEAMS
In accordance with New Jersey state rules, our tournament is non-results oriented for U10 and younger teams. Further, U10 and younger teams may not "play up" in our tournament under any circumstances. Standings and scores will not be posted.
 
STANDINGS
All teams will play a minimum of three (3) games. Standings will be determined by using the following point system:
·         Win - Three (3) points
·         Tie - One (1) point
·         Loss - Zero (0) points
·         Red Card - Minus One (-1) point
·         Forfeit Loss - Minus Three (-3) points
Bonus points will only be used in tie breaker situations.
 
BONUS POINTS 
·         Shutout Win - Three (3) bonus points (no bonus points for a 0 – 0 tie or a forfeit win).
·         Winning Team / Goal Differential – One (1) bonus point for each goal with a maximum of three (3) points.
·         No goal differential bonus points will be awarded when the winning goal differential exceeds six (6) goals.
TIE BREAKERS
If two or more teams are tied at the end of tournament play, the tie will be decided by the following rules:
    1. Two teams tied
      1. Head to head play
      2. Most wins
      3. Least goals allowed
      4. Total number of bonus points
      5. Shoot-out


    2. Three or more teams tied: (The following tie breakers will be used until one team is eliminated and then reverts to tie breaker rule # 1- Two teams tied, starting at A).
      1. Least wins
      2. Most goals allowed
      3. Least total bonus points
 
 
SHOOT-OUT
A.                  Referee will decide which goal is to be used.
B.                  Winner of coin toss will have choice of shooting first or second.
C.                  Each coach will select five (5) primary shooters.
D.                  After five (5) shots, the team with the most goals will be declared the champion.
E.                  If the teams are tied after five (5) shots, the shoot-out continues with each team alternating shooters in a golden goal format. No player may shoot twice until all players (including goalies) have shot once.
